Innovation and Technology Bureau (ITB) subsidize Local SMEs to improve productivity, upgrade and transformation through the use of information technology services. ITB launched Innovation and Technology Fund (ITF) with total $500 million budget. Government will subsidize 2/3 while SMEs have to contribute 1/3. The "Technology Voucher Pilot Scheme" able to provide each SMEs with a maximum subsidy of $ 200,000. It is expected to benefit from at least 2,500 eligible SMEs.

Enterprise can apply funding to implement specified measures or project which could effectively assist them in enhancing their competitiveness in the Mainland and developing the Mainland market. These measures include participation in Mainland exhibitions, establishment or enhancement of online shops or websites, undertaking testing and certification for products for domestic sales, design and production of physical publicity materials for distribution in the Mainland, and application for registration of patent, trademark, design and utility model in the Mainland.
To provide funding support for eligible retail enterprises to adopt relevant information and communications technology and other technologies for manpower demand management purposes. The funding may also help to enhance their productivity and improve working conditions of workers. This should have a demonstration effect to similar retail operations of the beneficiary enterprises as well as other enterprises, encouraging investments and wider adoption of different technologies by the industry.
The SME Export Marketing Fund (EMF) aims to encourage small and medium enterprises (SMEs) to expand their markets outside Hong Kong by providing financial assistance to SMEs for participation in export promotion activities.
